FIFONAFE's History

The Fideicomiso Fondo Nacional de Fomento Ejidal has its origin in the Planning, Control and Monitoring the Common Ejidales Funds Investments Regulation (Official Federal Gazette of April 23, 1959), where in its article 1° states the creation of Fondo Nacional de Fomento Ejidal, FONAFE, and its transfer to former National Bank of Ejidal Credit by means of Trust Contract formalized on October 26, 1960.


A Technical and Investment of Funds Committee was created for regular management, and it has granted the faculty of being the unique titular to revert former land owner, when after 5 years of land expropriation, the cause of public utility had not been accomplished, or the land have had a different aim.


With the Agrarian Reformation Federal Law, April 16, 1971, FONAFE became Decentralized Public Organism (FONAFE OPD), and was in charge of developing trust and credit functions as operating organism for the rural industry.


Considered into the Decree of reforms and additions to the Agrarian Reformation Federal Law, June 29, 1976, FONAFE OPD was extinguished and FIFONAFE was constituted. By 1984, new reforms to the Agrarian Law allowed FIFONAFE to grant financial support for productive activities on ejidos and agrarian communities.


The Official Federal Gazette of January 6, 1992, published reforms and additions to Political Constitution of the Mexican United States Article 27, and in February 26, same year, the Agrarian Law was also reformed. Based on these reforms, FIFONAFE's faculties considered to collect common funds, supervising the accomplishment of the cause of public utility and, in case of non-fulfillment, promoting revert action.


Also coming from last reforms mentioned, the National Fund of Ejidal Promotion Trust Contract was updated on January 4, 1977, and on November 1°, 1985. By August 7, 1995, a new Modifying Agreement was subscribed on behalf of the Ministry of Finance, as the Unique Trustee of Centralized Public Administration, of Nacional Financiera SNC, as fiduciary institution, and of the Agrarian Reform Secretariat, as sector coordinator.
